B.Soc.Sc. (HKU, 1975); MSW (HKU, 1981); Ph.D. (University of Sheffield, 1992)

Registered social worker

 

Award

Awarded a Medal of Honour (MH) in 2008 by the SAR Hong Kong Government for “his dedicated community service, particularly his valuable advice on those issues related to the livelihood of the low income people.”

 

Present and past working experiences

Joined the academia in 1989 at the Social Work Department, the Chinese University of Hong Kong; previously working as a social worker, 1975 to 1989, in group and community services and administration.

Welfare attitudes, comparative social policy, social security and welfare reform in Chinese societies

“One way to describe the importance of social policy is to say it is about ‘what is and what might be.’ This ethos is the driving force behind Wong, Lo, and Tang’s China’s Urban Health Care Reform. Based on a study of a midlevel city in China, these three scholars provide analysis and offer theory-based recommendations on health care development. They argue that a strategy with priority on economic growth – as in the case of China – does not bring forth cost efficiency and equity on health care for the whole nation. Ultimately, these three scholars strive to offer specific directions for health care reform that will lead to better health care in every Chinese city.”

“The origins of this book lie in a paper we published nearly a decade ago criticising the western bias in social policy (Walker and Wong, 1996). We were in tune with Jones Finer's persistent arguments against the neglect of Asian Pacific perspectives in comparative social policy (Jones, 1990, 1993; Jones Finer, 2001, 2003), even though we disagree with her label 'Confucian Welfare States' (see below)… Unfortunately [the] western institutional analysis of the welfare state cannot accommodate the emergence of welfare systems in recently industrialised societies where democratic institutions, in the western sense, are either absent or rudimentary.

“This paper draws on empirical evidence from an attitude survey in a Chinese society to show that the universal ideals of social citizenship have strong appeal amongst the Chinese in Hong Kong, even thought they are conventionally seen as having low expectations in the area of social rights. It is also shown that high expectations of social responsibilities do not imply low expectations of social citizenship. However, this does not mean that cultural context or tradition does not matter. Findings of strong support for the responsibility of parents to care for children, but in a westernized and modern context, suggest that cultural variations in beliefs about social citizenship and practice continue, but framed by an understanding of and moral commitment to more universal values of social citizenship”.

“Institutions are socially created. They are active structures that determine people’s behaviour and influence their values (Islam, 1995, p.46; North, 1990, p.3). Hence it is reasonable to assume that an institutional approach should be meaningful in the analysis of poverty. In the study of poverty, the nature, extent and causes of poverty are frequently examined. The development of institutions for poverty alleviation also catches the attention of academic and policy analysts. However, only a few analysts treat institutions as an independent or intervening factor in the study of poverty. Even though they study the development or the contribution of institutions to poverty alleviation, the special meanings attached to the institutional approach are not fully appreciated”.

“The article points to the simple fact that modern systems are neither welfare states nor are they welfare societies. In reality, they are a combination of both. The current interpretation of the supposed dichotomy of these two institutions has inhibited our understanding of reality. Consequently, this has obscured the complicated ways in which the state and the society have worked together to harmonize the needs for social protection and active citizenship… In order to demonstrate the significance of this situation, findings related to public attitudes have been cited to reflect the support of both policy assumptions underlying social protection and active citizenship in the welfare system that is under review.”
