External Service

  • I advocate policy changes for the well-being of Hong Kong people as my service to the community. I have frequently been interviewed by print and electronic media to demonstrate the results of my applied research studies and my opinions regarding social issues. I was interviewed and reported in 188 media exposure events since September 2013. I have also been invited by more than 92 organizations or institutions to deliver talks and trainings since September 2013. I am convinced that I am recognised as an outspoken academic. I have actively been contributing my knowledge and expertise to NGOs, professional bodies, academic bodies and the Government bodies as my service to the community.


  • In terms of my service to NGOs, I held several significant positions within prominent organizations. From 2011 to 2012, I had the honor of being elected as the Chairperson of the Committee on Social Security and Employment Policy of the Hong Kong Council of Social Service. Subsequently, I served as the Vice Chairperson from 2012 to 2014. Within UNISON Hong Kong, an NGO dedicated to advocating for the rights of ethnic minorities in Hong Kong, I held various roles. Specifically, I served as the Vice Chairperson from 2004 to 2010 and again from 2014 to 2015. Additionally, I had the privilege of being the Chairperson from 2010 to 2011.

    From 2002 to 2007, I served as a member of the Programme Committee of Oxfam Hong Kong. Furthermore, I was a member of the Council of Oxfam Hong Kong from 2013 to 2022. During this time, I had the honor of being the Chairperson of the Programme and Advocacy Committee and later served as the Vice-Chairperson of Oxfam Hong Kong from 2017 to 2022.

    In recent years, I have also taken on board positions in other organizations. Since 2022, I have been a board member of Health in Action, contributing to their mission for health equity. Additionally, since 2023, I have been serving as a board member of Yang Memorial Methodist Social Service. Furthermore, I have taken on the role of alternate sponsoring body manager for Ma On Shan Methodist Primary School since 2023. These various positions and engagements have allowed me to contribute extensively to the work of NGOs, advocating for social justice, and supporting the well-being of different groups in Hong Kong.

  • For service to government bodies, I was elected as a member of the Election Committee (Social Welfare) from 2006 to 2016. In 2006 and 2011 and voted in the election of Chief Executive. I was appointed by Hong Kong SAR Government as the co-opted member of the Social Security and Retirement Protection Task Force, Commission on Poverty.

  • For professional and academic service, I have been appointed as the panel member of the Social Sciences Panel of the Research Assessment Exercise (RAE) 2020, by the University Grants Council in 2018. I have acted as governor of the Foundation for International Studies on Social Security (FISS) since 2014. I have also appointed as an assessment panel member of Social Workers Registration Board, Hong Kong since 2011.
