Outcome Evaluation for Services of Urban Renewal Social Service Teams.
This is a consultancy research report submitted to the Urban Renewal Fund by Prof. Wong Hung and Prof. Wong Yu Cheung for the Consultancy Study “Consultancy to Conduct Outcome Evaluation for
Services of Urban Renewal Social Service Teams (SSTs).
The objectives of this Consultancy are to conduct the outcome evaluation for the services of the current
SSTs to enhance service assessment and service planning, and to articulate any
impact of the change in the funder of the SST services from the Urban Renewal Authority (URA) to the
Urban Renewal Fund (URF) including the independence of the SSTs and their working relationship with
stakeholders.

是次研究所指“公共服務”包括 “社會服務”如老人服務、家庭及兒童服務、青少年服務、殘疾人服務、低保對象服務等等; 以及 “社區服務”如社區中的文化康樂、公共空間、餘暇生活、居民關係及社區建設等。是項研究將不包括住房、教育、衛生等其他公共服務。

Study on the Pattern of Urban Life in Hong Kong: A District Level Community Study of Sham Shui Po.
This is an inter-disciplinary research project on the urban life in Sham Shui Po funded by the Central Policy Unit of the Hong Kong Special Administrative Region Government. The ‘SSP problems’ are complex and multi-dimensional. Social issues and economics are mingled with politics and physical environments. For this reason, the project will adopt an integrated approach, drawing on different disciplines such as architecture, urban planning, sociology, social work and public administration in order to examine the ‘SSP problems’.

中國城市中農村移民的社區工作模式: 雲南連心社區照顧服務中心評估研究
Lack of social security, poor labour right of farmer-turned workers, poor living conditions and health care of the rural migrant communities and the sub-standard education received by migrant’s children attracted much attention from academics, media as well as government officers in China. This is an evaluation research on Yunnan Lianxin Community Care and Service Center, a pilot integrated community service centre to serve the rural migrants community in Kunming of China. The research employs both quantitative survey and qualitative case study and focus group methods to have systematic and in-depth evaluation of the pilot services of the center. Using Logic Model Method, this evaluation study will generate knowledge to develop appropriate community work models for rural migrants in China urban cities. The research also aims at develop practical knowledge and guidelines for frontline community workers serving the rural migrants in China cities.

Limits and Possibilities of the Civil Society in Facing Public crisis: Roles and Functions of the NGOs in Hong Kong in Responding to the SARS Crisis.
This research provides insights for us to understand the dynamics and the process of how Hong Kong civil society can be built and rebuilt in a crisis situation. As the lack of trust towards government and the lack of cohesion among the civil society is popularly opined as the main obstacles in the political and social development of Hong Kong society, this research will provide new understanding on how trust and cohesion can be built and negotiated between the government and the civil society and among the civil society

Impacts of SARS crisis on social work students – Reflection on social work education.
Atypical Pneumonia attacked Hong Kong in the misty spring of 2003. During this period of time, the social work students of the Chinese University of Hong Kong were undertaking their field placement in various social welfare and medical settings. The outbreak of this unprecedented community wide crisis had tremendous impact on the social work students. The practical impact of this crisis led to suspension or rearrangement of some placements. However, the psychological and emotional impacts of the crisis are more tremendous and are areas that worth further exploration. In the subject of social work, we believe that experience provides basis for learning and reflection helps to integrate experiences with knowledge. By using the SARS incident, this project aims to start from reflecting on the role of a student social worker, the meaning of professionalism, the existential death and value issues, to rethink and re-examine our social work curriculum and social work education

Analysis of calls to a time-limited hotline – identifying the major arena of community concern in response to a community wide crisis.
This research perform an analysis of the calls to a time-limited hotline specifically set up in response to the SARS crisis in Hong Kong in 2003. The findings of the study indicate that the arena and level of concern raised by the hotline callers are associated with the situation of the callers and the developmental phase of the disaster. The authors call for welfare service organizations to adopt a differential service focus for different phases of disaster development, when they are confronted with similar public health hazards in the future.

The impact of managerialism on the welfare professionals.
The primary objective of this study is to understand the perception, experience and coping responses of the front line social workers on the managerialist demands imposed by various management reform initiatives for the subvented welfare sector. In depth interviews and focus groups are employed as the data collection strategies. The study is expected to have policy significance for those agencies that plan / act to cushion the negative impact of the managerialist demands on the practitioners, and will contribute to the eventual evaluation of such policy initiatives claimed to enhance accountability and effectiveness of welfare services. The theoretical significance of the study lies in the clues it gives for exploring further how the managerialist agenda so fervently pursued by the Government can affect the process of service delivery to the welfare clients. Given its theoretical and policy implications, the study is intended for development into an Earmarked Grant proposal subsequently.
